Anyways, Yazawa Ai and Tanemra Arina-chi both have done alot of borderline-gothic lolita outfit, with are totally awsome~ This is more prevalent in the mangas rather than animes though, such as in Full Moon, Mitsuki's divine wardrobe is not nearly as awsome in the anime. Of course Yazawa Ai has created a number of characteristically lolita-clad chicks like Misato-chan from NANA and Miwako-chan from ParaKiss.
Lolita fashion is also highly prevalent in alot of CLAMP works like CCS and Chobits... I love Chi-chan's outfits

How come anyone forgot to mention Ilyasviel von Eizbern - Fate/Stay Night; she's mostly a delightfully evil GothLoli.
Also the last entry series in the Digimon franchise anime, Digimon Savers, features a Goth girl, Nanami, though like Misa Amane technically she has not the age to be a loli.
YESS!! We need GothLoli pilots to operate giant mecha. If possible dressed in revealing, black Victorian wardrobe and wearing neko-mimi.
