Send Light goes out

I'm using Shadow's client and running Windows XP. BT seems to download fine at decent speeds now that I configured the ports for my router, but now I have a new problem. After downloading at higher speeds (80kb/s+), the "Send" light on my modem goes out, which forces me to unplug the power on the modem and reconnect. I know that my upload bandwith is pretty small (capped at around 30kb/s by Comcast) so I usually set the upload for BT at around 10-15 kb/s. I try not to use any internet related programs at this time. This problem happens only on BT, since I seem to be able to download at high speeds from FTP's and such for long time periods. Is it my modem, or is this something that can be fixed? Thanks.
