I prefer older anime's my faves are

Macross
Nadesico
Captain Tylor
Patlabor
UC Gundam

Of the newer stuff I like
Gravion/Gravion Zwei
FMP 1, Fumoffu and TSR

Is there anything out there with a mix of sci fi/mecha, comedy. (preferably cel animation) licensed or unlicensed.

If you like the old-anime style and mecha/sci-fi these might work for you:

For more action, you could try Gunbuster (Top wo nerae/Aim for the top 1) and Diebuster (Top wo nerae 2). Both are 6 episodes OVA. Gunbuster definitely have cel animation, since it was made around 1993(?). Diebuster is new.. 2004ish. Gunbuster is more scifi than Diebuster, but Diebuster is fun
Stellvia and Ryvius are leaning towards drama. Ryvius afaik have very little comedy. Both feature mecha, although not the agile type

From your description, I think you would enjoy Gunbuster and Diebuster more.

Ah man, I got excited that somebody finally wanted sci-fi material and you go and kill the thrill by saying you want older material.

Ah well, you may want to consider the following.

Legend of Galactic Heroes, epic... barely begins to describe it.
Dual! Parallel Trouble Adventures, definitely fulfils the comedy factor.
Robot Carnival, a movie of shorts by famous animators.
