Are you sure that all traces of the Protowall program were removed?

Are you behind a router? If so, have you taken steps to enable port forwarding (either by manually setting the ports, or by enabling UPnP support in both uTorrent and your router)?

The big question would be, even though uTorrent claims that there's a forwarding error, does your BitTorrent performance seem to be hindered at all?

i just unistalled it, how would i go about removing all traces of the program.

it seems that my laptop is also affected so i will take a look at my router again, this computer and my laptop are wireless connection.
protowall was installed on this computer, not the hardwired one, so would it still affect my router?

The firewall shouldn't impact your router. If both computers are being affected and they're going through the same connection, then it would indicate that either something's wrong with the router, or that your internet service provider has started to filter BitTorrent traffic and/or has limited your connection for exceeding bandwidth limits (some companies have unspoken limits, particularly Cable companies). What ISP do you use? We can Google for your ISP name and "bittorrent" to find out if other users have had issues.
