Chrono has black-blue and the guy in the preview has purple.

If you're refering that that scene, they're talking about JS being already stolen when these were sent out to some low-security area.
That means Spagetti has already in possession of these JS, thus why he'd go after them anymore?

I mentioned earlier that maybe the officer in charge can't release the limiter to anything above his/her level.
Meaning if Crono is S now, he can't release Hayate at SS.

If the limiters aren't just for show, and they really want to make them part of the plot then I think it would make sense.
But I'm expecting it to be disproved any episode now ~

Interesting proposition. Who knows, maybe your right and Chrono and Carym are at least on the same rank as Hayate.

Chrono already gave the reason that it's too dangerous to have a SS ranked mage fighting near the city, that's why he only released her to S ranked.

He had also asked Hayate if that was enough, meaning that he would have increased more if needed, but doing so would also mean that the explaination would be longer

And there are more than one way to be 'part of the plot'.
