Rukia, simply because she so serious yet over the simplest things can be so clueless at times. She also has great insults.

I think Nell is a pretty funny character. especially in the manga. Chizuru can be pretty amusing too.

Nel is the funniest char ever, Yachiru is a close second (especially with her golden cup appearances). It was a close call, but Nel's voice and her antics won me over.
(strangely enough, I think Nel is both the funniest AND the cutest char)

I think the funniest characters are Rukia,Kuaaku,Matsumoto,Nanao,Yoruichi and Soi Fon XD I mean just look at her when Yoruichi is around XD

The others (Matsumoto etc) although are quite funny, are not in it enough.
