If the service is poor, I tip slightly less. Likewise, excellent service warrants a little extra tip.
Tips were meant to insure promptness (that is what "TIP" was an acronym for btw) so some servers/waiters shouldn't see it as a mandatory surcharge to collect, especially if the service was bad. But I try to give them the benefit of the doubt on a case by case basis. If they bring your food out late because they were short-handed on cooking staff, should the server be penalized with a smaller tip?
