Sora's minority, and
community intervention.

Once the cat is out of the bag, school authorities and/or adults aware of the situation of a child at risk (Sora) would be required under penalty of law to inform Child Protective Services (in my jurisdiction).

As the report involves child sexual abuse, and the child continues to have contact with the alleged perpetrator (Haru), immediate intervention is mandated.

Immediate intervention includes removal of the alleged perpetrator from the home to a holding facility pending investigation and the possible filing of criminal charges, and the removal of the endangered child to a foster care environment as in this case no other caregiver is available.

The case worker's assessment that appeared on the juvenile judge's desk included these points:

Sora has spent most of her life institutionalized and consequently suffers from social impairment.
She and her twin brother, Haru (the alleged perpetrator) were subsequently orphaned. Somehow slipping through the cracks (investigation pending), he set up a household with no adult supervision and himself as the sole caregiver for the child Sora.
Sora has been kept isolated, not going out, having no friends or visitors, and only recently was allowed to even attend school. Her brother set up an environment where she was a virtual prisoner, completely dependent on him, not being able to shop, cook, or perform simple household chores herself.
She admits to having regular sex with her brother, claiming that she only did what he forced her to do. She says that if she did not have sex with him, he threatened to leave her all on her own for another girl who would.
Her pathological dependency is a typical symptom of accommodation to long-term sexual abuse. Being completely dependent on him, she accommodated her abuser and still claims strong feelings for him, despite the sexual coercion.
Investigation reveals at least one other prior sexual assault by Haru on a 13 year old neighbor girl which although known of by the families at the time, was not reported, in order to "protect" the girl.

The case was disposed by the judge as follows:

Haru: As a serial offender, remanded to custody until his 18th birthday, when a further review would be conducted. Prognosis poor, still claims that in both cases, the girls, including the 13 year old, "enticed" him.

Sora: To continue in the foster care system until her 18th birthday. She would receive intensive therapy to build her self-esteem, help her to realize that the abuse was not her fault, and to break the dependency pattern imposed on her by her abuser. This included occupational therapy to build basic life skills.

In the upshot, Sora came to realize that it would be a long time before she saw Haru again and so she began to rely more on her therapists and her new family and friends. Her therapy helped her to see that he had hyp-motized her by disempowering her as a human being into satisfying his own power fantasies and enslaved her as his helpless sex-puppet. She had progressed so far that by the hearing on his 18th birthday, she was able to so testify and help ensure that he would remain in long-term custody and not be released into the community to pose a continuing threat to other children.

I get what you're trying to do -- imagine how this might be taken if this happened in real life in your neck of the woods. But we as viewers have the privilege of having an inside view of what's really going on in this situation: the true dynamics at play, all the backstory, the inner thoughts, the decisions made along the way... And because of that, we have an understanding that far exceeds what any outsider with socially-conditioned biases might bring to the table. So we can't see it that way, even if we suppose that's how outsiders might see it. And if you're truly saying that this is how you perceive what's going on, or what you think should/will happen... then...

It's romantic fiction, not the sensational crime beat in your local tabloid.

Anyway, I agree with Kagatob's insinuation: let's go back to the real show.

See, to me that's the most unrealistic part of this anime: that a hottie like Mokota doesn't have a boyfriend. Everything else I can tolerate or reason as being plausible. But this is just pushing it...

She had one in the past, it's understandable that she could be between relationships at her age despite being hot, besides maybe she had wanted to avoid making someone into a "re-bound" boyfriend before going to the match-making party
