A "logical" reason for polygamy would be if a large number of men were killed off making the women outnumber them by a fair number.
The usual reason for it is to take the enemies women and use them to out breed him, and/or to repopulate after a war. I don't know what state the Libyan population is in, but in light of the planet having 7 billion people, I honestly think these sort of steps are unneeded in todays world.

If I recall, polygamy is normal in older Islamic tradition. Four wives is it? I would imagine several men and maybe even a few women might be put out that they cannot do that in Westernized countries. It would be like taking away a status symbol I suppose. But then we no longer need to breed like rabbits like they did when those laws and traditions were established.

Actually, the announcement of Sharia Law was a nice tactic move for the NTC. What's the immediate danger after defeating Gaddafi? A civil war between all the factions of the rebels. For example, the NTC has little control over the fighters from Misrata. So by adopting the Sharia law, the NTC captures the political high ground. Anyone who oppose them is anti-muslim. That's the last thing one want to be accused of in a Arab country. Another example of such political move is the revelation that about 50 Gaddafi loyalists are executed (hint hint: by the misrata fighters). Don't you wonder why NTC allows such news to All of them weakens the ground of Misrata and force them to negotiation tables.
