If we go by Triangle Hearts 3, then Nanoha doesn't have large breasts at all. (Seriously, she's pretty flat-chested in that universe)

You mean the Lyrical Toy Box universe or the Triangle Heart 3 universe? My knowledge of both is fragmentary, at best, but AFAIK TH3 storyline never progresses past the point where Nanoha is still a loli...

Nanoha did have the smallest chest during the A's epilouge, and the TH Nanoha could be that age. It wasn't until StrikerS that they grew in.

Anyways, that pic of Nanoha and Fate makes sense considering there's already an image of Isis and Lily in Nanoha and Fate's barrier jackets.
