For me, the anime is the base. The director loves Saten extremely, and I have no problem with this, I want to see as much of her as possible. She's a very important pillar of Railgun. The anime and manga are totally different, so I think agreement is not possible between manga and anime persons.
Regarding the Level Upper, I can totally sympathize with the users. Seriously, in that city everything revolves around power, Level 0s are under constant pressure and suffer from bullying. And they got an easy way to escape from that situation. Possibly I would have done the very same thing as Saten. She did not know that it's dangerous, and when she faced the consequences her reaction made it clear that she's a noble person. She never wanted to expose anyone the danger.
Her actions during the climax of Poltergeist arc also prove her awareness. She oppressed her anger and recognized how can she help her friends effectively.
I admit I'm really biased about Saten, but I believe her being the greatest character in Railgun is the ultimate truth.

But it was a bit out of her character She was previously shown being extremely uncomfortable with short skirts.
(like during the Movie or when she had to wear the Tokiwadai uniform or when she put a sarong on while wearing a swimsuit.)
And despite being shown in 30+ outfits already, she never before had a short skirt.

Maybe she had some fight with Uiharu, because if you didn't noticed, Uiharu was WEARING PANTS in last few episodes.
Even near Saten !! (ep 18, 19, 21) So I was thinking if this wasn't a payback, you know, to flip her own skirt in front of Uiharu

What I noticed was that lately Saten don't flip Uiharu's skirt
I find it odd that despite she was many times shown uncomfortable with short skirts, she wears that extremely short little something in episode 18^^'

In Endymion no Kiseki movie, Kazari wasn't that embarrased cosplaying in front of many picture takers, Ruiko on the hand, she was quite shy that, did not want to go up on stage exposing her with cosplay outfit on.

Kazari is sensitive when Ruiko makes fun around her in many ways. But that is it, do not know the reasons, I guess it is because of how close they are

Well, Saten flipping her skirt is much more embarrassing than that Endymion outfit in my opinion Plus she was somewhat embarrassed that time as well.
Anyway her behavior when around Saten indeed shows how close is their relationship.

Sadly I hate Asuna as a character. Majorly I hate Asuna x Kirito mostly because of the "early volume 1 romance that totally shuns others that is way too over reactive"
