is anyone else having problems with Otacon's subbed ep 4? I've downloaded it twice and it's freezes and skips frames. Sound is alright.

Try to use cccp codec pack or k-lite codec pack.

If i remember correctly, it was the same for me. So i just watched it on veoh.com

Please don't recommend the K-Lite pack. It has a TON of problems with it etc.

It used to be a lot worse than it is now, as evidenced by the current revision of the article that you linked an outdated revision of. (And no, I'm no big fan of K-Lite, seeing as how I wrote said outdated revision in the first place.)
I still don't recommend using it though.
