Hellsing, especially the OVA version, might be worth a look. For a protagonist it's hard to get much badder than Alucard. Although I wouldn't say he's 'surprisingly' good at fighting, since it's clear from the very first scene you see him that he's quite strong, he is extremely powerful to the point that very few characters pose any sort of danger to him.
Durarara!- he's not the main character but Shizuo Heiwajima fits the 'surprisingly' strong category quite well. In terms of physical strength, he's easily the strongest and he's a regular human being in a series that features supernatural characters. Not to mention that many people who don't know who he is beforehand severely underestimate him because of his lean appearance and they suffer a great deal of pain for their poor judgment. :P The series overall is excellent and with some twists and good character development. |

Kara no Kyoukai
CANAAN Black Lagoon (english dub recommended) Baccano! (english dub recommended) Durarara!! To Aru Majutsu no Index Black Rock Shooter CLANNAD Mahou Shoujo Lyrical Nanoha Ookami-san to Shichinin no Nakamatachi All of these series have characters that fight well. The genre may vary from series to series though.

Well, depends of what kind of fighting anime you're looking for.
For example, I really enjoy wathing Koukaku no Regios, which is basically a fighting anime, but it has really little humor in it (my opinion) But I also love watching Naruto and Fairy Tail. They are both animes with a lot of fighting, but the main genre is probably comedy. Some "romance" (really little) is in them both, even though nothing ever happens. It's a matter of taste

if your looking for anime in a more historic setting, but with an interesting fusion of modern material, you might like samurai champloo and afro samurai are both good (if by fighting, you mean sword fighting). Trigun is good along those same lines if your looking for gun fighting(sort of an old west setting), Cowboy bebop is good (intergalactic setting with some good 'ol bar fights).
It's kind of hard to guess at what your looking for from the vague description...are you looking for an underdog, or just a good fighter? Do you want the fighter to be the 'good guy; or the 'bad guy?'

is exacltly what your looking for, reckon youve seen it tho. i second chrome shelled regios and kaze no stigma try school rumble, its not all "fighting" but the main character is a delinquent and its funny as hell also, tenjou tenge should be in the ballpark midori no hibi fits your description. clannad - the main character is tough, tho there only really one fight scene. he is pretty bad ass, and really funny

Im not sure this fits with the others up there, But i Think you might like Darker than Black, it has a good amount of fighting in it, and the main character tends to dance on the line of "good" and "bad'. hope it helps
