They could be assembled with period machinery. They may never have existed past paper drawings (and now 3D models) but they have more of a historical background than the "KV-VI" did (Which, incidentally, IRL was just a flamethrower-equipped KV-1.)
Because they could be put together with period designs, and were only stopped in development due to the Siege of Leningrad, if fully-operational ones were assembled, they would most likely be legal.

Ah, noted. Figured as much, IIRC the only carriers at Yokosuka were the conventional carriers, as I understand the Japanese government wasn't keen on CVNs in their ports.

No, it was because Japan had maintained the fiction that no nuclear-powered vessels have been allowed in its waters under the three so-called nuclear principles of not possessing, producing or permitting the introduction of nuclear weapons. That was changed in 2005.

The idea changed because, well, the US doesn't have any non-nuclear carriers anymore, but both Japan and the United States agree that the US still needs to operate a super carrier out of Japan.
As for the principle, that nuclear powered carriers (and submarines, though no longer cruisers, destroyers, and frigates) is a weapon of war...a nuclear powered weapon of war. Why does that matter? Because it has the word "nuclear" in it.

They love Wave Motion technology though. Even though weapons using it are more destructive than any nuclear, or possibly even antimatter weaponry.
Speaking of power, does the OVA say what powers these giant city carriers?
