I wonder what Gensei is planning. There's no way they just captured the villain off screen.

This time I waited for the translated chapter release to read... and woah... Saten and Touma...

That's certainly intriguing, how will the end of the world be avoided now?

Hmmm... maybe an RSPK Syndrome-like event will happen just as they would meet, making them barely miss each other, doubling as an ominous projection of what could have happened.

Well, whatever happens, it better be good. Making those two meet shouldn't be a forgettable event. (Then again, maybe the crisis can only be repaired by making them forget it...

It's definitely non-canon. A fan joke.

They live in such different worlds that they are practically parallel, and the collision of parallel worlds is an "end of the universe" scenario.

Well, that's just one "justification" (however absurd). You can pick which ever you like.

The idea was that if Touma meets Saten, then it would become a slice-of-life which Index fans doesn't want.

If Saten meets Touma then it would become a harem which Railgun fans doesn't want.

Then you have the Animators doing their hardest not to make both of them meet... Yes, they actually said that to a certain degree but we purposely chose to take it another way

Which is a fun thing to do.

For another example, we can speculate about Touma and Saten having an hypothetical great chemestry that would overload the rest of the harem with jealousy, triggering a war between superpowered girls that would end the world.
