Side note - Irish is basically a male Laura in some aspects. They're also close so it looks like they're intimate.

No, the one where Cecilia got demoted is when the three harem (Madoka, Houki and Rin) went to their 'special place' and recalling again their memories about past in chapter 11.

Yes, if not for the coincidence about I.S. Upgrade, Chifuyu won't give them permission to go outside. It was in the very first paragraph of chapter 11.

It takes place in Saturday and Sunday before Char's arrival in Canon timeline, since Char and Laura came earlier than canon, they're already here.

Tricking them into a date will work, well, maybe work for Laura. Clarissa is pretending to give Laura the 'mission' to escort Irish around. Both of them comically missed the whole point, Laura being too dedicated to mission and not knowing the true meaning, while Irish lament the fact about carrying ridiculous mission such as observing Germany.

I doubt they could do anything.

Think she's crazy enough to make them go to specific date spots? Neither will understand the meaning, though.

The point of concern for Chifuyu is not that Ichika and Madoka go outside campus, but spending more than 24 hours outside.

Students are freely to go out by Sunday, but at limited time (of which, in Canon, Ichika used to visit Dan. Later he also used it to go shopping with Char)

Chifuyu however indeed spotting them sneaking outside while talking about Ichika... and decided to follow them. XD

They don't even need to sneak around, and Chifuyu has no reason to hold them inside academy. They're eligible to left for entire Sunday and has to return before 06:00 P.M. Chifuyu follow them because she get a sudden, bad premonition, the reason she doesn't reveal herself (but Laura spotted her anyway).

So, Chifuyu & Laura -> Houki & Cecilia -> Charles & Rin -> Ichika and Madoka.

1. She knew they're stalking her sibling (from their conversation).
