There should be a button in aegisub (I forget, it's one of the ones at the top) that shifts the selected lines so that it starts at the current frame you are at.

I never remember the button, but the shortcut is ctrl-6. You can also use the time shifter (the shortcut is ctrl-i).

Nevermind, figured out my second issue. Guess I should have tinkered more before posting, heh. Anyway, thanks for the help with the first issue! That put me on the right path.
