Honestly, do we need to have this Railgun debate in this thread again? There were a few episodes in the second half of that show that were more or less character studies and did not around an action-driven plot. Some people rather despised these episodes and felt they were "slice-of-life". The overall tone of the show was also a little more centered around the relationships between the girls than Index, which is more centered around science-fiction, mystery/intrique and, in some cases, action. And some people despise one show or another for these somewhat-differing approaches in covering the subject matter.
There, I think I summed it up. Now can we go back to focusing on the matter at hand again?

Every Raildex related Animation (Including the OVA) has been release in the Fall so I doubt this would be any different. But it wouldn't matter because it would still take a full year before we get to see it, not to mention every one of us would have dug up the spoilers by then.

Off-Topic: Earlier I was looking up the (translated) lyrics to this song called Blues Drive Monster, and when I saw them (more specifically the second half) I thought of Toaru. I'm sure the connection is in my head, but take a look and see for yourself, whoever is reading this.

With Shakugan no Shana — J.C. Staff's current flagship light novel adaptation series — finally over, is it safe to assume that Toaru Majutsu no Index will replace Shana as the studio's flagship LN adaptation? I'm quite excited in seeing this,
the Palais des Papes [featured in Volume 14], animated.

Raildex is already their flagship.
Shana is more like a loose end But at least she wasn't left hanging like Full metal panic, Full metal panic, and oh right, Full metal panic But still its not good to just use Raildex every Fall, hopefully they could pick up another major series along the way.

but skipping a year or two will make them loose fans on the franchise. I'm not sure on who said it but that's been hurting Shana's franchise pretty badly in terms of sales because of the long absence. The one who left watching are the fans.

And likewise Little Busters is not going to be the same. If it's about money they're not being paid by the same people, if it's about manpower they're not using the same team. So what is the issue? Go read about it in the Little Busters thread, basically it's a Key's production.
