Ah free. It wasn't mentioned it in your post, so i didn't thought it was a requirement.
GIMP would do than. I don't have it myself. Nor have i ever used it. But a quick google shows me that it has:
1. Pen tool
2. Lasso tool

So it should be able to make renders(extractions) to.

Is there any reason to why a certain character in Kekkaishi looks a lot like Heihachi Mishima? Homage? Nod? Liscensing?

not really i think that the haircut, hair ont he sides with a bald head, is more of a stereotype for an old man.. i guess that is why they used it..
and it fits his personality as well

The GIMP is an excellent piece of "open-source" software. The lasso tool works the same way the one in Photoshop does for "smart" cutting of objects. It's also quite easy to use if you want to make animated GIFs. Finally, it's totally cross-platform with binaries available for Windows, Linux, and OS X.

Yes. The banners are weighted such that some banners display on a range of random numbers.

i was wondering about something..
the student council president Milly in code geass is always called kaicho or taicho...
as well as numerous other characters through out anime series
which of the two is the correct word for something like that? kaicho or taicho
i googled both words in a sentence and both appear frequently while a online dictionary i use has the translation of captain with taicho... so confusing...

Kaicho is correct. From Japanese 長 (kaichou) and 生徒 (seitokai), notice the two "kai"s in those words, with "cho" meaning roughly leader. "Taichou" is the military rank of captain, I believe.

What is the best file type to save a picture as to keep the image quality high but the file size low?
