Yes it does. It happens sometimes with an animated show, usually when a scene is done by a different animation director from a subcontracted studio. Reasons could be artistic, specialization or trying to catch the deadline.

As I said it could be a conscious artistic decision. I haven't read chapter 71 yet, so it may be that animators decided to stay faithful to it at the expense of design consistency of the said episode.

The good news:
The 2nd cour of Nichijou has been much better received and showered with praise from the denizens of 2ch and Japan in general than the first half of the series ever had. The bad news: The 2nd volume of Nichijou sold 2197 BD in its first week, a 17% drop from the 2620 BD that the first volume sold. The second volume of Nichijou contained episode 3 and 4 of the series.

It's the segment where Mai's trolling her like usual, and Yuuko's trying to resist cracking jokes and stating the obvious, like Mai most definitely wants.
The title for said segment is labelled as "Nichijou: My Ordinary Life, Part 71", and it starts around 16:11 into the episode for a quick reference.
