Most likely it's TSAB personnel only, and only issued if said personnel is in areas where there are a lot of mass weapons and said personnel will need to be able to defend themselves - which was the justification I had for the Erusian Gardai in keeping their guns.
Having never applied for such licenses, the OFM resort to keeping their guns hidden

I'd also like to add that because canon never really dwelt much on the topic, there's plenty of grey areas and inherent contradictions for a fandom creator to work with and expound on. At least, that's my kind of thing.

Is it possible to make a Velka cartridge( or a group of them) detonate or explode without using a Velka Device, such as shooting one with some sort of projectile or striking it hard enough with something?

Two questions today (woo!):
1. Can all the Numbers fly? We see Quattro, Sein, and Tre airborne...and I think Dieci in ep. 12. But on the other side, Wendi always zips around on her board instead of flying normally, and both of the Type-0s are stuck Wing Roading it around. Are there any Numbers we know can't fly? 2. Is it ever explicitly stated what happens to familiars when their masters are killed? I would assume that since they draw their magic from their masters that they'd die too, or at best immediately revert to being a "normal" animal... |

We haven't seen much of Cinque, but we've never seen her fly, so I guess she's on the 'grounded until further notice' list.
Ironically, though you call Sein airborne... she isn't. She needed a Type-3 to fly her around in StrikerS. She can 'swim' through solid material though. Nove is grounded as well, using Wing Road to fly. Dieci... is another possibility. We've never seen her fly, so like Cinque, she's on the 'grounded until further notice' list. On question number two, not to my knowledge, no. But perhaps there are untranslated sources that hold the answer. |

I don't know if this has been discussed in the M&T thread, but:
What is the generally accepted baseline mage rank required for one to have enough power to create and maintain a familiar? Also, if one mage is too strained in order to easily provide constant power to a familiar, is it possible to share the flow of magic required to maintain a familiar between multiple mages? Finally, does the TSAB have a seperate Magic/Tech research branch, and what is it called? Thanks! |
