School Rumble - if you consider what is there to be romance...
Inuyasha - he'd be a delinquent if he was in the right era... and was human
Tenshi na Konamaiki - if you consider what is there to be romance... and the girl is more the main character

Pretty weak suggestions, but the're all I got ^^

Tomoya from Clannad is semi-delinquent material. He doesn't go around beating people up but he cuts class and such.

Surprised no one's mentioned Great teacher Onizuka. Technically he's a former delinquent, but he's incredibly awesome and hilarious.

Clannad? Though Okazaki doesn't seem to fit in the category of delinquents.

I can't think of any other than Great Teacher Onizuka. There aren't many anime with delinquent male characters.

Urm, Baki the Grappler... The main character is certainly a delinquent and is insanely strong (physically), not to mention demanding.

Mind you, this series is less of a 'suggestion' per se, rather, a show that would be deemed appropriate for sheer hilarity and poor animation. Still, if you like mindless fighting shounen, this would be right up your alley.

Oh, and all of the above suggestions are actually worthwhile.

Full metal panic all 3 season, the main character is skipping school all the time, bringing guns and explosive to school, assualting and threatening seniors, teacher, gangs and shop keepers alike and other stuff that he does on his free time at and after school, how are those actions not delinquent.
