You can tag any age on any character you wish.
The matter is what the girl look like.
Example: Moetan, 17. 140cm. Probably Japanese A/AA-cup. Loli? Hell yes!
A loli character should imo be around below 145cm and as flat as a board.
Does age matter? Not really, it's the physical age that matters (as always, all characters in those games are aged 18 and over!).

I tend to agree with the above. If anyone has ever played Guilty Gear, Dizzy is only 3 (believe it or not!).
