Assuming most of the Huckebein will be slain over the course of the story, the death penalty would be one way to spare Stella--despite what she is I really don't think the TSAB will be willing to execute a child.

I agree with what Kaijo said, the Bureau is always very positive on rehabilitation, in fact the only reason Sette and Tre are still in prision is because the refused to undergo the rehab program the younger numbers followed. A twisted adult have low chances of becoming a normal productive citizen again but a child can still be saved with enough work, care and patience, so yeah it's morelikely they'll be more willing to spare Stella.
Talking about Stella, the fact she behaves like Curren's imouto and also retains her original last name makes me suspicious of her.

Well, after a month of lazyness i finally gathered the mental energy to make my traditional half-baked summary of Chapter 25, so prepare yourselves to enjoy more and more exposition xDU
Let's go...

Chapter 25
- The chapter starts with an aerial view of the side of the battle with a voice ordering Section Six members to patrol the zone of the battle (R-27) and to make a report about it. The goal is to secure the raptors and the criminals. Raptor 6 suffered heavy damage but it's core is intact. Signum and the P-team (Tohma, Isis, Lily) are assigned to scort the Grendels to jail, the Blazing General ask for an order of pursuit towards the missing Cypha but Agito points out the Gladiator's battery it's almost at it's limit (big freakin surprise xDU) despite it's good performance and as such it's more convenient to move the entire forward team while Nanoha and Fate finally get to the scene announcing they'll take care of the surveilling of the area.
Record 25: The Power (I)
Banner: "...what Cypha thinks about her escape?"
- Meanwhile, on the 36th underground parking zone, Cypha is still bleeding from her missing arm but also managed to retain Quinn's divier with her. A voice mocks her mentioning it's unusual for Cypha to end that injured in battle. Cypha excuses saying the opponent was pretty strong and the voice says it's curious Cypha didn't used her full power during the fight...
- The owner of the voice finally appears, is a woman whose appearance resembles Shamal somewhat and is identified by the manga as
"Fortuneteller of the Huckebein Family: Sonica Lilan". She and Cypha comment about how troublesome thinks are becoming now that everyone seems to be using AEC-stuff and then Sonica points out the reason Cypha holds back was becuase Tohma's presence to which Cypha seems to agree. Both then discuss about how Tohma have lots of potential aside of being a good boy, Cypha chastises Sonica because it's suppossed she'll come earlier to meet with her but the latter excuses herself by saying she has lots of bussines to attend. Cypha regenerates her missing arm easily and Sonica talks excited about meeting with Curren and the others whose she haven't seen in a long time, invites Cypha to eat at a hotel's reastaurant and also ask the Huckebein's Ace to help her with two "easy jobs" she has to do near their location, Cypha agrees saying the others are currently busy anyway and Sonica mentions that, after a long absence, the Huckebein will make a "demonstration of strategies" and that they'll be the ones to the píoneers of that reform, Cypha gets a nice dress and prepares to go when Sonica mentions Cypha still has to go to scold "that boy" also mentioning "that boy ahead of you is not good" to which Cypah ironically says "you saw him from the beginning, huh?".
- Scene moves to the captive Grendel family inside the helicopter where Lily insist on cleaning Quinn's injuries despite the latter claims the former to not understimate the regenerative power of an EC-Driver. Lily insist anyways xDU Lolo tell the other Grendels to take the chance to have a closer look of "Zero-kun" Tohma confuse points out Lolo seems younger than him but the referred just smiles and says "Lolo's age is a secret n_n" to which Tohma replies she'll must give her age during the interrogation anywas, he also points how Carter seems to be a very good sleeper to which Lolo cheefully answers "that's because our boss is an idiot! xD". Lolo says she likes Carter anyways and Quinn mentioned she hardly sees him as a benefactor and that she almost killed him 6 times already. Maria mocks both implying both are just as stupid as Carter to which Quinn defies her.
- Tohma decides to interrupt the bickering by asking for the start of the interrogation to which the Grendels replies it's ilegal to do that without asking a superior officer first. tohma insist anyway telling them that he and Liy were in similar circunstances, Lolo and Quinn say they have pretty faces for a couple of criminals Maria quickly points they aren't exactly like them as they don't have the attitude of juvenile delinquents, such commentary seems to get Signum's attention. Maria thinks about their agravating situation as they are at great disadvantage against their captors and also the fact they failed the mission assigned by Vandin Corp. which put them in mortal peril if they slip any bit of information, also frustrated because Carter is still sleeping when he should be searchign for a way to get out of their predicament ...she ends up kicking the idiot leader in an outburst of anger xDU Alto comments on how lively things are in the helicopter right know, Agito snarks about this not being like a normal scort of a group of criminals. They finally are about to make to the prision facility.
- Isis ask Signum about their actions after finishing the scort to which the former tell her they'll go back to the base to awai for new orders. Maria keeps analizing the situation about being scorted by Signum, pointing how Tohma and Lily can counter her bullet attacks and how Isis's explosive attacks can surpass Quinn's destructive power. But somehow she says they still can escape. Isis asks if it's a good idea to be all off them taking care of the Grendels, Signum reassures her there's no problem because Hayate is already in position, we then see Hayate appearing equipped with the Fortress Bonus Pack (3 pairs of shields, one of each type) which is replacing the black wings of her jacket. The Grendel girls gasp as they all recognize Hayate and talks about her as the famous commander who defeated the Saint's Craddle and who is reagarded by the TSAB as a treasure due to her great power. the P-team is surprised to find Hayate is famous even between crmnal to wich the Grendels answer it's not really that she's famous and the fact Lolo and Quinn know who she is is a rare ocurrence. Signum finally talks mentioning it wasn't Hayate the one who "defeated" the craddle, telling them the ones who did it were Vita, Nanoha and Fate (the latter mentioned as "an aerial mage who rivalizes with me in combat"). After that Signum smirks saying that escape and resistance is futile, the Grendel girls then comically lose their will to make an escape attempt xDU Carter finally awakes during the chat and reassures Maria the dream of the Grendel Family is not over yet pointing they're still midway of the first chapter (wathever that means xDU).
- Meanwhile Nanoha is communicating with the base requesting for a safe place to give refuge to the Grendel family in order to conduct the interrogatory while keeping them safe from the intellectual author. Teana mentions they should't hand the Grendels to the authorities yet and Fate points out how their weapons were manufacturated by Vandin Corp. she's also worried about the method they were infected with. Wendy also wonders why Vandin is takking such risks with the investigation of the EC-virus. Fate sill have doubts about the assault performed by Dego and Marty because it seemed to be too reckles to be performed by such a carefull organization as Vandin. Teana guesses it could be another group of the mafia but Fate have faith in the testimony of the Grendels to be a key piece to solve the connection of Vandin with the EC-related incidents.
- Scene moves to prision where Carter, already in prisioner clothes is ready attending the interrogation while eating chocolate bars (seems to be the Mid-Childan replacement for donuts xDU), he's refusing to talk saying his life ois not guaranteed and proceed to explains the bomb he have implanted into his brain and that will splat his brain all over the room if he ever mentions any details about their "employer" ...but then Carter makes an offer to Tohma: he'll confess his crimes and the name of his emplyer in exchange of the freedom of his subordinates, tohma is surprised by such uncharcteristically selfless sacrifice from him to which Carter answers he's the leader of the Grendel family after all so he must see for his followers. the idiot leader mentions Maria will be the leader once he's gone and Tohma tells he can't accede to such deal anyway. Carter tellhim about feeling guilty to put him into such disgusting situation (seeing a criminal die during interrogation) to wich Tohma replies he's not gonna let him to die (how the heck Tohma plans to accomplish that is not explained xDU) Carter claims on how pretentious Tohma is, he says it was probably due to the influence of his "big sister in the rescue team" xD
- Both then receive a video call from Hayate. She negotiates with Carter saying they'll reduce the charges agaisnt the Grendel Family so they can avoid the Death Penalty (finally confirmed the TSAB practices execution), also offering them protection and treatement of their EC-infection to which Tohma says they should accept because Dr. Shamal is the best.
- After struggling for a bit Carter finally accepts Hayate's deal and prepares to confess, Hayate tries to stop him but before he could finish a sentence a small bang in his shoulder made blood being spraying from the injury causing Carter to fall on the floor in great pain, the other members of the family also start bleeding from their respective shoulders, Carter explains he tampered with the internal bombs in a way he wasn't able to extract them but managed to move them to a place near the base of the neck, causing the explosion to only harm their shoulder instead of killing them allowing witnesses to know how the bomb functions. Carter then finally confesses to work for Vandin and also that this action instantly make him a traitor which will be now in the aim of Vandin Corp. Hayate ask him to confirm that formally while taping the conversation ...Carter then formally confesses that he was recruited in the 8th Division of Vandin Crop. by Director Hardis Vandin himself to be infected and become a patient with advanced EC-infection at Vandin's service.
- ....while saying this we can see Hardis calmly driving on his car somewhere else.

....so yeah, summary is finally here, quite an exposition heavy chapter.On the matter of Cypha and Signum it's pointed out the Gladiator had an impressive performance but it was also implied Cypha was actually holding back during the fight, so yeah, it's still unclear who's the strongest among the two (as if that would matter, Curren can curbstomp both anyway xD). The Gladiator presents also the same problem other AEC-Equipements have which CW had failed to solve even with around three months of free time: short-lived batteries and limited durability.
We've got to meet another core member of the Hucks in the form of Sonica Lilan ("Anti-Shamal" for friends xD) who is credited as a fortuneteller and seems to like to pick on Cypha, is implied Cypha is in contact with some obnoxious guy and that the Huckebein is going to do something big soon (probably related with Curren's oh-so-mentioned family reunion).
We also saw more of Hayate's fame crossing over dimensional seas as also seeing how the Grendels aren't that bad after all (again!? what's the purpouse? ...well, at least they're funnier than the Hucks) and that Carter is much less of an idiot than he was initially portrayed as... This revelation was so out of the blue that i'm now suspecting he's using obfuscating stupidity on purpouse to hide his genious (somehow the guy tampered with quirurgically installed bombs inside his and his comrades's bodies, saving their lives). I'm eager to see more of him on next Chapter, he's far from Curren's league in terms of power and badassitude but he has become an amusing character nontheless.
The higlight of the episode s the fact descicive testimony against Vandin is finally aqcuired which means the TSAB will finally be able to conduct an oficiall and deep investigation on the shadowy company and it's president. We all know Hardis Vandin is Big Bad material. But at least it seems the heroes will finally stop running in circles and the Hucks are about to finally do something of significance.
Not a bad episode but this was just a bridge to calrify details and make bridge to something more interesting which hopefully will happen on the delayed Chapter 26.

Thanks for the summary, Aki. You talked about Fate mentioning the incident with Marty and Dego. For all SS6 knows, the Huckbein were responsible for it, right? Hardin first pointed out the location of their next attack, but that was to cover up his own activities. In chapter 20, in the meeting, Cinque said that they have not made anymore noticible attacks since the prediction made by Hardin. Also, I think the boy Sonica mentioned was Thoma, because of the scolding boy comment. Also, I find it strange Signum isn't crediting Hayate for stopping the cradle.

Doesn't quite work that way. A plea bargain is a set deal. Once the conditions are met they can't take it back. If Jail dodged the death penalty for helping with Case A and he does, the deal is done. If he's asked about Case B later on he doesn't have to cooperate.

I understand why magic is very inconvenient to use against threats like the Eclipse and The Craddle, and that coudl be better ways to deal with combat cyborgs and AMF technology than just "use stronger magic" but aside of that it has been shown to be indeed a very convenient, safe and effective method for pretty much everything else so i don't see much of those conventional methods being superior aside of the ones available to deal with the aformentioned threats.
It makes some sense the TSAB wants to deal with Jail and AMF by using magic even if it's more difficutl because they have the powerfull mages to afford such mathod and they need to prove a point against Jail's broadcasted offer of superior weaponry. But EC-Drivers can outright nullify magic so yeah, i agree with you on that one, the TSAB is pretty stubborn by insisting so adamantly into making complex and unreliable experimental weapons just to keep justifying their use of magic.

Yeah, fortunetelling is more of a skill than magic, by using tarot cards, star positioning and other methods. Just because Sonica's an EC-infected doesn't mean her abilities relate to her talent.
