Looking for assassin/mafia type animes

along the lines of Gunslinger Girl, Noir, and Phantom.
also like the movie Leon: The Professional

basically stuff that has innocent looking kids going around being coldblooded killers(or can be adults in a james bond/golgo 13 style), without mecha/magic/aliens involved

thanks for any and all suggestions

You should check out the Crying Freeman manga. (There's an anime, but I never watched it/got low ratings)

If you liked Noir, you could check the other works of studio Bee Train like Madlax, Avenger, and El Cazador de la Bruja. Black Lagoon may also fit this category as it involves crime syndicates, mercenaries, and stuffs linked with the criminal underworld.

The "twins" arc at the beginning of season two of Black Lagoon fits your request perfectly. You might also want to take a look at Monster.

GunGrave is a fine crime syndicate anime. The problem is, it sinks into a bit of sci-fi/superpower towards the end. If you can survive that, it may be worth a shot.

Black Lagoon is a fantastic show.. if you get a chance, you should pick up the R1 DVD(s) of season 1 and 2 (if you are watching some sort of fansub).. the English voice actors fit the characters perfectly and is one of the few animes where I enjoy the English track more than the Japanese track...

I also second the Gungrave suggestion.

I'm seconding Black Lagoon. A great manga that deals in the crime world, and is fictional (Roanapur definitely doesn't exist), yet has elements of realism like world crime/law organizations. Interesting blend of action, moral questioning, and pseudo-romance that should definitely catch your interest and hold it.
