Anbu is made up of Genin and Chunin.
Some people aren't cut to advance beyond the genin leve, they just dont have the intelligence or leadership skills. These are the guys that make up the grunts of Anbu, it provides more challening missions suited for the more experienced genin. Could you imagine being a ninja for 5 years and still be walking dogs and stuff? :P Chunnins become the Anbu squad leaders and Captains (ones wearing the white robes i think) Jounins are on a whole other level to those Anbu tools. |

Age has nothing to do with becoming a jounin or chunnin, kakashi was a chuunin at the age of like 7 or 8. Some people will never become a chunnin because they arnt cut out for it. You saw at the chunnin entrance exam there were all these old loser looking guys who would never make it, they are still gennin, do you think they are gonna be doing rank e missions forever?

First, those were times of war. It would be a little odd that Kakashi beat Itachi to Chuunin by 2 or 3 years.
Secondly, age is proportional, although not entirely, to rank and power. We can clearly see that because most ninjas do not take a break during their career, they only become stronger and more experienced. There are situations when this is not true of course but for the most part, the elder person is stronger. (Of course this is within their village) Just because ANBU members are often shown getting their ass kicked does not mean they are genins Why would they have genins escort and guard feudal lords? |

The way I saw it was the Anbu is the ninja defence force/army/police, they take care of things that relate directly to the well being of konoha through orders directly from the hokage and the council, such as border patrol and protecting villages from bandits etc. And consist of Gennin and chunnin.
Then there are gennin, chunin and jounin that are not in the anbu, these ninjas receive requests from the people of the fire country such as feudal lords to do jobs to provide income to konoha. |

ANBU are for more dangerous/important missions.
The 3rd explained that regardless of power, each rank had a set level of missions they were designated to do. Jounin: A Chuunin: B C Genin: C D Although it is true that Kakashi's team and Gaara's team did accomplish a high-level mission, it was unexpected. 1. Kakashi's team was not aware that they were facing Zabuza 2. Everyone was very surprised when they found out Gaara did a B rank mission without getting harmed. Unlike the above, ANBU teams are always used as the top notch body guards. Would Kakashi, after finding out Orochimaru wanted Sasuke, really place an ANBU squad (He never said he would place the best ANBU team, just ANBUM in general which hints that they are all of similar but high level) which may have consisted of Genins to protect Sasuke? |

Even though the anbu seem really weak, everyone in Konoha considers them powerfull ninjas. When Gai saves Kakashi from Itachi, he tells Kurenai and Asuma "I have called the Anbu", and I pressume that he was actually expecting them to help beat Itachi, not use them as human shields.
As for Kabuto, he allowed himself to be beaten by Naruto. In the manga he encounters a very powerfull opponent, to whom he shows some if his real strength. And as it was mentioned, Orochimaru sais that Kabuto is on par with Kakashi. Pretty good for a gennin. |

Maybe, but i think that when most people think of gennin they think of the 10-12 year old rookies. Sure a rookie is not gonna be in anbu but a Gennin whos old enough to have enough experience in battle, who may not yet have completed the chunnin exam could.
