If someone is capable of reading the kanji portrayed on that picture, they probably would answer you.

Unfortunately that person isn't me...

Personally I think it's the first option, rather then the second one (think of the fan outcry, if something like that happened) ... but we will learn more once we become aware of the context in which this scene occurred...

It's supposedly illustrated by the same guy(Sikorski), he's just inconsistent as hell. Seriously, he must be sub-contracting some of the illustrations or something.
