it makes no real differnece... but it is cool... you see orochimaru's shadow... and you assume it is the belt... then it shows that it is really a snake... *forgets the link*

Aftter close inspection of Orochimare I noticed that he has this weird bow-rope belt.

Closer inspection? It's freaking HUGE! It's about a third of his height! I'd find it to be impossible to miss...

But, anyway...
He couldn't find an affordable, stylish belt, so he stole a few feet of rope from a bridge construction site to hold his pants up. Then he pained it purple. 'Cause he's crazy like that.
