Im trying to remember a manga, I can only remember the cover on manga-updaters. Had a blonde haired chick in a blue suit, blue glasses and blue heels looking at the screen while running stepping, over a wall or desks. Story may have been about delinquents

Was at a convention that was wrapping up Sunday afternoon, wrangling a friend's toddler, and we wandered into a video room. They'd already taken down the day's viewing schedule, and the guy who was running the room had no idea what was playing when I asked him. They closed the room before the ending credits rolled, and I wasn't able to get a coherent conversation out the other room viewer I tried chatting with.

It was a relatively recent comedy, and the part I was in for seemed to take place in a train or subway station. The (a?) main character seemed to be a girl. Her brother was a member of some sort of "vigilantes for justice" gang, but they seemed to be of the comedic/ineffective kind. They had a three-word battle cry, something like "Yamazuki flaming birdies!" or something along those lines. The girl was talking to a different guy (soft-voiced, put-together, capable-fighter, love interest kind of vibe?) and seemed a little embarrassed by her brother's antics. When she left him, she stumbled and her skirt flipped up to show plaid panties. He chuckles at her and leaves--- and there's another (?) gang waiting to confront him. I think she had light aqua-ish hair and he had silver hair, but I might have flipped them in my memory.

Any luck in ID'ing what I saw? Thanks in advance.

For some reason I thought of Oretachi ni Tsubasa wa Nai when I read that, so it could be that?. The gang part would match pretty well, as well as soft voiced girl, though the guy has brown hair and the girl has silver if I recall correctly.. I might be wrong, though.

First: the story set in two different times and interconnected with each other,one in feudal japan, one in modern japan, the main character is a girl, in her feudal era she is an archer and disguised as a boy, and in modern japan she somewhat dressed like a tomboy, she has mysterious brother who in feudal era, i think he is somewhat sickly, and in modern era, he disappears always disappear. The brother has friend which named tsuna who is the girl's guardian both in feudal era and modern era, and other than that i think there is awoman, who is wise and commonly thought as a sage in feudal era, and clever woman in modern era, another one is energetic young man named sadamatsu, who is a warrior wielding twin blades in feudal era, and an eccentric, funky young man in modern era, the villain of feudal era is an entertainer/musician, intending to use the supernatural power for "i-forget" the reason why he is doing that, in his modern era, he is somewhat mysterious and kinda like a stalker
