HAPPIEST ANIME EVER? (read description)
I'm looking for something EXTREMELY happy.
Genre, target audience and so on don't matter as long as it is very very happy. Something very energetic I can seriously watch anything, so don't hold back if you think it is kinda f* up/sick (seriously, I don't care what it is, it just has to be very very happy) Note: I'm NOT looking for something happy or super-happy, I'm looking for over-the-top-happy(!) Yeah, Dog Days. Season 1 is very happy and lighthearted with a touch of drama. Season 2 is very happy and lighthearted through and through. There is a season 3 coming, too.
Check out Azumanga Daioh if you haven't already, and I second Full Metal Panic? Fumoffu. Does Lucky Star count as very happy? I never saw that series. If you like happy EDs and OPs, look up on youtube the ending for Kampfer and the opening for Overman King Gainer. Aw heck, I'll post them for you. Hold on. XD Give the Overman King Gainer opening a bit of time before it becomes really happy.

As long as every episode doesn't have to be happy, then I'll nominate Chi's Sweet Home. Chi is a kitten who becomes separated from his mother and siblings and is adopted by a young Japanese family. All the episodes are incredibly cute, and most of them end happily. Even when things start to go bad, it will all work out in the end.
Three-minute episodes designed for young children, their parents, people who like cats, and, well, just about everybody else.. One of my favorites among the early episodes is number three where Chi gets a bath.

Haha. Katteni I have never heard of, but I could instantly tell who had made it. The same brains behind Sayonara Zetsubou Sensei without a doubt. They're almost the same in the way animation was handled and the clever ideas they use.
Even though it's not exactly a happy anime like you may be looking for, in fact maybe more along the lines of the opposite in a sense, but if you like that Katteni show I recommend you give Sayonara Zetsubou Sensei a look. Zetsubou Sensei is a bit philosophical and has a lot of amazing jokes to that end. It's a thoughtful and silly show, I'm sure that sounds not too dissimilar from Katteni. If you like Katteni for the way it was animated, you'll like Zetsubou Sensei, maybe. A personal favorite clip of mine, to respond to your own! Sorry it's not the happy-happy you're looking for, but this was an interesting find so I wanted to respond in kind.

Disturbingly f*d up "happy" anime
I guess the most of you don't understand what I'm aiming for.
I'm not looking for something very happy. I'm looking for something disturbingly happy, extremely over the top "happy", something actually not happy, HAPPY GORE, American Psycho "happy" Something like the Japanese anime version of Happy Tree Friends @Traece, yes I know Sayonara Zetsubou Sensei! I love it! hahaha. You should definitely give Katte ni Kaizou a try! ^something like Sayonara Zetsubou Sensei. like the overoptimistic girl, it's SO happy it's kinda ... So NO actual happy series, no lighthearted stuff. something with jokes about death and disturbing black humour is awesome. I want my brains to melt! Jungle wa itsumo hale nochi guu Extremely hilarious and crazy. Muteki Kanban Musume Rather obscure but very funny and over the top anime. If dark humor is your thing Dai Mahou Touge Crazy subversion of the magical girl genre where the main heroine in spite of her look is a ruthless and merciless wrestling fighter and the magical world she comes from is ruled by the worst possible dystopian tyranny.
