Higurashi no Naku Koro ni (aka When They Cry), has some scary/shock worthy moments throughout, although its primarily a mystery/thriller and not specifically a horror series. Sit her down through even just the first 4 episodes in a dimly lit or dark room and watch with the volume a bit higher than normal and she should have some fun

There are to my knowledge, unfortunate as it is, few truly scary animes.
Higurashi was creepy. I was scared, but I intentionally let my imagination run wild when I watch horror and mystery fiction, as I love to be scared. I'd recommend it, but your (or hers) mileage may vary. You mentioned Ghost Hunt, which may be a good choice, but there's really only one horror-filled and downright scary arc in the series. I would advise against Death Note, which I can't really say is scary at all. It's thrilling and full of suspense, but scary? Hardly. More than anything, I'd recommend playing Silent Hill 3. (Heather's special outfit counts as anime, right? )

Shigurui certainly is scary, not in the suspense/shock way like a la Nightwatch or The Fog (movies, no anime) for example, but the characters are all creepy and insane and this show certainly can be disturbing to some thin skinned people.
You watch a few episodes and think: these guys are really insane ; you watch another couple of episodes and think: they are even more insane than I first thought; you watch a few more episodes and think: hell, I got it that they are insane; you watch the last few and think: did they really manage to increase the level of insanity even more????
