Yes, it was possible, but as far as I can said, the ratio of success is nothing less than miraculous. By theory they should work, but there's more than chemistry and biology when it comes to life.

Incidentaly, we nurse have grades to check it.

Grade 4 means perfectly unscratched or minor twist and the arm can move normally, Grade 3 usually refer to dislocation up to broken bones and tendons and weak enough being unable to hold against gravity (able to move but practically useless), Grade 2 means unable to move by it's own power, and grade 1 and 0 is practically immobile.

Broken bones almost always regarded with grade 3 and below.

Wait, if a part of the body is stabbed with anesthesia, does that mean it wouldn't be able to move due to it deadening?

For the rule of three, yes, it was possible and it does happen all the time. The best example are hostilities between two rivaling factions.
