You misread the article. The person was asking Miki if the movie would use novel 15 as a basis and Miki said it would be a brand new story.

now that we know the movie will be an original story it would be good if we get a prequel, since a side story would be as hard to fit in the story as the dragonball z movie/ovas were.

^ Or maybe he'll run 25 min of events, from each perspective (Touma's, Index's and Mikoto's, of course) and then a 5 min conclusion... so he'll be using only 30 min of TAMNI world time.
