When she was 9 year old, yes. You'll notice that by the time of StrikerS, she no longer does this, and only calls those she already knows still with '-chan' Even Shari, whom she met shortly after the end of A's, is called Shari instead of Shari-chan. I left it in for Hayate as a bit of a character trait, while I'm not going to make her the 'sekuhara Hayate' she is often portrayed as in fanart, she is more easy going in that regard.

BTW the first thing I thought when I read "already calling me Nanoha-chan" that
Nanoha expect to be called Takamachi(-chan/-san) or Nanoha-san. Calling someone first name without suffix the first time you meet is plain rude (in Japan, that is). |

As for the honorific thing, I don't see anything wrong with Nanoha not using it anymore, but her pondering about being called-chan came off to me as her thinking it playfully and not seriously. So I like it. If you think it's bad seeing this many people comment on honorifics, you shoulda seen what I got when Yuuno called Candy "Candy-kun"
