I'm looking for romantic comedies similar to but not limited to School Rumble and Hayate No Gotoku. Preferable where the romance actually gets somewhere.

Seconding Lovely Complex.

You can try out Paradise Kiss, REC, or Genshiken. Paradise Kiss and REC have their own share of serious moments. Genshiken, on the other hand, is mostly comedy, in which the romance does not begin to appear until the second season.

P.S, I'm also wondering what the above poster mention. Both School Ruble and Hayate romance does not go anywhere.

You could try Tonagura, it seems similar to what your looking for, and it has a very unique plot.

Nodame Cantabile - a funny slapstick comedy, and the romance actually gets somewhere.

Maison Ikkoku

Romance does eventually go somewhere, all is resolved by the final episodes.

Not as slapstick as Hayate, but still quite funny (in the "Oh no- you idiots!" kind of way).

Todoradora- similar to the combat bulter-master/slave wise and comedy you can depict for yourself since it isnt all too much a drama type anime.

Ouran Highchool Host Club is pretty good, and the romance does "get somewhere."
