Actually, I think the mystery person is the guy mentioned in the spoilers posted by Village Idiot before it got deleted. He's supposed to be quite famous in the military.

I'd throw my money on D. Probably just another one of the doctor's minions. Chrono would probably kill himself before using such an embarassing thing. Other may be to easy but it seems like a minion kind of thing. Though the doctor being behind that could make sense since he is a creepy person.
