Ok I've been wondering this for awhile now. Is there a reason Tatenshi's uniform has a slightly yellowish top in comparison to Houki's?

Is it meant to indicate she's student body president? Or like Rin's detached sleeves, meant to show she's unique?

It doesn't really seem like much more than customizations...maybe perhaps they're representatives or something, given Cecilia, Rin, Charlotte, and Laura also have more unique uniforms to the other girls.

I think it's simply custom uniform
'Yellow vest' is one of the more common uniform accessories, perhaps her uniform is done to invoke it.

You know what I never understood, all the female uniforms have ribbons/ties indicating their grade, yet ichika's or charl's(as a male) don't have any way to distinguish them, I know they were the only boys but still.

It sounds like you're operating on old intel there. First, the second season has been official for quite a while. Second, the novels didn't stop, they switched publishers and artists. The first volume of the "new" Infinite Stratos novels has already been released.
