about episode 23 when annie is laughing seriously though. its a half-hysterical laugh of relief so yes, some are claiming its OOC. Hell look at her friends faces. they've NEVER seen her like this and its freaking them out. Its supposed to feel OOC, you're supposed to feel betrayed. Because outside of her skills and bits where her real self came out (under the mask of her stoicism/deadpan voice), you don't know the actual Annie in the least. Its been an act, she's thrown off both her friends here AND us. And that is awesome to pull off. and does this make her weak?
Not in the least. Infact she might be even more deadlier now without the emotional burden of being a spy, and backed into a corner right in the most deepest reaches of the Wall Territories. And then one day when aiding one of the closer friends, you get ousted. Just like that suddenly you're being openly & directly identified. after years of deception and careful trickery. Annie is experiencing shock, and intense relief, not to mention feelings of how ridiculous the situation is. She's laughing cause she doesn't need to put up a charade, she's blushing from the blood rushing into her face from the intensity of emotions (not just the situation but the long term bottling up). Imagine you've been deep undercover for years acting as a complete stoic (cause you're a damn kid) & not being yourself for all those years, committing horrible acts of deception and then facing a situation where you need to push yourself to more and more desperate acts of slaughter. You feel the pain of people killed, specially friends. people keep misunderstanding this scene for some reason. Since she didn't react like this in manga (more like a creepy smile). The change was made from the original author, he pushed for it while the anime director wanted to retain the original scene.

And, so the last story arc for this series's season one starts by depicting an overall outline on the Military Polices' living quarters, its members, and what activities they perform. Hence, I'm glad that the world and settings of Shingeki no Kyojin approach ours in the sense that, in spite of humanity being endangered to extinction by seemingly invincible monsters, strains of humanity continue to indulge with and drowning in corruption, bureaucracy, greed, and bad government policies.

The Military Police are the embodiment of the pig's might and hunger to control and take everything within its grasp. As well as the pig caring only for its own survival without minding the survival of others. Quite the opposite from the Survey Corps whom embody the disgraced, starving wolves that keep on struggling for the survival of the pack.

Marlow may have noble ideals, but chances are marginal for him working his way up through the chain in order to reach the very top and then changing the MP from inside without resorting to bad practices like bribing or covering up for corrupted officers of higher rank. Realistically speaking, even if he were to reach the top by that time he would probably become corrupted himself and minding not at all to keep the status quo.

In terms of battling for survival, the MP are not fit for the battlefield; they've never been in hell not at once. Basically, they think that life revolves around one and can do as they please, but that's the opposite.
To think that the everything revolves around one, and one is able to do everything to please that's nothing but short of a delusional state inside a bubble of comfort. It takes just a grim look at reality in order to shake the bubble, but it takes for one to plummet into reality for the bubble to finally burst and realizing that nature is wise yet cruel and relentless at the same time. From that point, reality cannot be denied anymore, and one is left either to move forward in order to adapt or be left stranded in denial jeopardizing instantly his or her own survival.

As for Annie, the signs to her surprise flag were nicely given away in between scenes and yet were symbolically of things to come that became fulfilled at this episode's conclusion. By the way, I do recall a time right after I posted my review for the twenty-fourth episode that someone pointed out that I was finding it difficult to feel empathy for Annie, in spite of her finally being revealed that she was the Female Titan, whom slaughtered like cattle most of the Survey Corps expedition troops, including Levi's Squad. Yes, I'm aware of that fact, and recalled the look on Armin's face as he was readying the gun to shoot the warning signal, because he wanted to believe otherwise. However, once Annie transformed into her Titan body, then Armin was left with no choice but to be a soldier and treating Annie as the enemy from that point onwards. Because his suspicions were finally confirmed as true before his eyes, and he adapted to that truth in response to the threat that the Female Titan posed.
Meanwhile, the same outcome did not hold true for Eren. He was still left in denial even after witnessing Annie's transformation. On the other hand, Mikasa was already prepared for Annie long after hearing Armins' suspicions, because she already have adapted to that potential truth in advance. Once Annie, finally, did not deny to be the Female Titan replying with her laugh to Mikasa's statement, then the latter instantly turned hostile and aggressive towards the former.
