I'll add House of Five Leaves to Darklord's list. It aired in the noitaminA slot alongside Yojou-han Shinwa Taikei. Again it has a lot of talking, but it also has strong male characters.

It's kind of awkward recommending this as I personally consider it to be a pretty terrible show, but you may want to check out Chrome Shelled Regios. It's from 2009 so slightly earlier than what you were looking for but it meets your criteria pretty well and it's an action harem in the same vein as some of the shows you've listed, though with less harem and more action. The main character is pretty reluctant at times but can definitely kick ass when he wants to. Just be aware that the story makes absolutely no sense at times and there are many huge plot holes left unresolved.

You may also want to check out Tytania from 2008. May be a bit slow and not as action-packed as you want but it has no shortage of strong-willed and intelligent male characters.

Going to second Phantom and Tiger & Bunny as well.

Try Seikon no Qwaser - Although having huge loads of ecchiness and breastmilk concept, the protagonist is indeed a total kick-kass cool guy !
