Spoiler for My view on England remaining an Absolute Monarchy:

If England always remain an absolute monarchy to this day, then the world we live in would not exist. If Magna Carta never been passed into law in England which help create Parliament, the Democracy movement that would be born many years later would have not exist & many nations that were born by that Movement including the United States or The French Republic wouldn't exist. In fact, Academy City wouldn't have existed since it was these Democratic countries and their Elective Governments like the US that made many advances in Science & Technology all thanks to no Interference from the government or the Religious committee.

Furthermore, the Church of England would have never existed if England still remain an Absolute Monarchy since it was Parliament(along with other factor including Lady Anne) that convinced King Henry the VIII to form the church in the first place so he could divorce his 1st wife to ensure he could marry Anne & had a heir for the sake of England's future. And if the church of England never existed, the Puritan movement would have never been born aswell which in turn said Movement would form Nessarius.

I'm not sure but even if England has the rule of monarchy in indexverse their are three ruling power in England. So even its true that the royal family exist their rule isn't absolute.

gotta thank the translators; they've been really working hard. We get at least a part of the chapter translated every week With this kind of pacing, we might reach the part where touma and accelerator teaming up, or even the all-out esper wars, that'd be great

I don't know the details, but it's probably like the touma vs accelerator fight. The level 5 gets too overconfident and gets his/her ass whooped.

It'asmy impression that some of the level zeros (like Touma) are only level zero because they have an ability which defies both magic and science

I guess i might have misjudge their strengths by comparing it to accelerator. I guess only accelerator has the near impenetrable field surrounding them. It basically means any level 5 except accelerator(full powered with the exception touma) can lose to a level 0 using his head and weapons as an advantage.

I think he uses his brain to beat those with abilities. If Accelerator loses to him, than in will be even worse then when he lost against Touma who at least had some ability.

ken_FF mentioned Hamazura is a former skill-out (a group composed of level 0) who used his brain and his derringer to beat Shizuri. He was beaten by Touma once...
