So the song "It has to be this way" is it supposed to focus on Raiden rather than Armstrong? The lyrics sound almost like the song is apologizing for this violent outcome while saying that it was inevitable and Armstrong does not fit that. The last codec Raiden has with Sunny also appears to fit with the song.

It's still about Armstrong because of his final words to Raiden- That they are both kindred spirits but had chosen different paths.
