Well bightman just mentioned that a magazine profile says male, though i've had it in my head that the innovators are genderless.

Paku Romi also voices Hitsugaya Taichou in Bleach and Edward Elric in Fullmetal Alchemist. Of course she did female voice.

I don't think that there was any adjustment. Talented VA can make their voice sound similar to any gender, like how female VA can make their voice sound similar to males (Most of the Innovator members are voiced by females)

And as of now, no one knows what his gender really is (but I like to think that he is genderless)

And yes, Setsuna must have learned his lesson of keeping classified information classified

there are some females whose real voices sound like males
it's not that much about being pro
if anyone could copy any voice the cast would be completely irrelevant
i'm still positive the female voice wasn't Kamiya
they don't need to credit for 2 lines
it could be some of the real females in the cast

You can still tell that a "female-as-male" voice sounds "female" (as demonstrated by the posts that think that Regene is female).

However, no one can say that Tieria's female voice sounded "male".

There are certainly some male VA's that have a higher pitch in general that may be confused as female, but for someone like Kamiya who would have to resort to falsettos to create the female sounding voice in that drama CD, I really don't see him with the female Tieria's voice (unless its through software manipulation).

That's because Romi Paku would otherwise be uncredited for ANY role in that episode. Usually if its a small part and the VA already has another role in the episode (Mayu Asuka in Seed Destiny, who had the same VA as Lunamaria, comes to mind), they just leave it out.

Plus its better for the speculation.

Yup. There are many things in our mind that we could have miss out something. Al's VA voiced Nena in Gundam 00 in case you didn't know. Most importantly the director of Gundam 00, Seiji Mizushima is also the director of FMA.

I'm already aware that it is common for female voice actors doing male characters but males doing females is almost unheard of to me.

Why didn't the staff give Luluko a female voice then?

It's easier for females to tone down their voice to voice male characters than vice versa I think. I wouldn't be surprised if adjustment is made on Kamiya's voice. With the technology, male giving female voice is possible.

Hopefully, Setsuna learnt his lesson.
