Actually the fact that he can only be promoted in enemy territory is perfect. Risa stated that he can be promoted where she states the end goal is. In chess its the back of the opponents board, so in the past episode she states the church is the end goal. If he could be promoted anywhere it would be all too easy and he would not gain the fighting experience and knowledge that is necessary for him to keep improving. Getting stronger is not just about getting physically powered but but getting powered mentally and gaining experience.

At least you had expectations, all I've been worrying about is will we get to see Akeno show some skin, will we see her take a shower, will we get a swimsuit ep, when will my wedding with Akeno be er I mean....

It also potentially get the rest of the team something to do; instead of the main character soloing everything like in most fighting shonen, there is a reason for the other characters to fight. The idea being to escort the MC to the target zone so he can be Promoted.

This is pretty much how chess works; the main goal of chess is either straight checkmate, or attempting to get a pawn promotion. Getting a uncontested Pawn promotion is generally so strong that you can steam roll your opponent afterwards.

In fact, one tactic in Chess is to force your opponent to sacrifice Rooks, Knights and Bishops to stop your pawn from promoting. Even if you don't get a Promotion, your opponent will still lose anyway.

In the end, being a Pawn forces him to be strategical. He could only become powerful at a certain point in the fight, and he can only grow that power up to a certain upper limit before he runs out of juice. This means he can never solo anyone, much like a real pawn. But he can become extremely powerful with backup. Like having the King by his side, as it often happens with chess.

Also, the fact that he is at the most powerful in enemy territory isn't really a handicap; after all, it is when his powers are most needed.


Unrelated trivia:
I am just amused by the historical fact that Queens in chess were once extremely weak, being able to only move diagonally one square. And that pawns were only able to become these weak Queens and nothing else. Guess social upward mobility was unheard of in ancient times.
