Do not think the Innocence as something without a mind of its will. It can, and will, dictate certain things. The concept of the Fallen One is one such example.
Also, the Noah's comments on the Innocence being a monster is not unfounded: Look at Krory, and before that, Lenalee. To assume that the Innocence will always follow the wishes of its users is, quite frankly, a big mistake.

You know my back actually starting hurting watching Chouji hold the whole damn city up. Innocence is truly amazing it managed to somewhat sync with him even though it could not get to him. Im not sure what Tyki has become or what he has awakened but it doesnt seem to have reason it only knows fighting and destruction. Plus i was so confused about that big hour glass thing and the skeletons walking around i saw it and my brain went POOF. Great episode though keeps getting better and better.

Yes, i think that the innocence looks someone compatible with the special ability of that innocence. I mean, Sokaro in the black boots? Tiedoll with Mugen? of course not... they need to have a special connection, some kind of destiny to find each other.
