The plot was basically a esper trying out his ability and/or doing a practical joke on people, and Mikoto gets increasingly daring dreams of doing 'things' with Touma, and gets flustered when she meets Touma outside dreams. The dreams show who you are in love with the most too.

After she found he was plagued by dreams of her she blushed and proceeded to her usual tsundere antics.

Other things included Kuroko never noticed the esper doing this since she always dreamt of doing things to her onee-sama, and after the culprit was captured Mikoto had a dream WORSE than the ones before and she had no-one to blame except herself

What Misaka forgets is that Touma is a Power Nullifier, and so he might not be effected at all. His dreams about her might not have anything to do with the Esper, and therefore nothing to do with sex or the one he loves. Though obviously that isn't what we are supposed to think.
