She doesn't have to hate ALL espers; just most. Jealousy, bitterness, anything like that would do. Before Uiharu dragged her along to meet Misaka, she was defiant enough to show some Skill Out qualities. Just have a strong esper give her a little push (like her finding out about Uiharu's run in with #2) and her character could develop into a bat-wielding-level-0-mobster. Assuming Misaka doesn't rush in with her main character righteousness to change Saten's mind. Which she would.

Anyways, that's just the impression the picture gave me. I probably just want to see another Skill Out girl besides Konori's past self.

Also, Konori is a fake Skill-Out girl because she's an Esper, and a relatively decent leveled one at that.

I see more meaning behind Skill Out. Thugs are everywhere, but Skill Out have purpose in mind, which makes for better motive. Particularly Saten; I can see her being driven to being a Skill Out, but not reduced to the level of a common thug.

And that's all the more reason. Saten's an actual level 0.

The only difference is that Skill-Out have a 'noble excuse'. For every one good skill-out, how many are just rebellious punks with a grudge against any Espers? No better than your average thug.

So I don't empathize with them.

Putting aside whether or not they are righteous, that ratio of one good Skill Out out of however many is all that is needed to make it possible. Well, this is all just pointless rationalizing for the possibility of Saten becoming a member of Skill Out.
