Not necessarily. The indications of a harem ending is that the girls accept and tolerate the presence of one another in the life of the alpha male

As far as I can see, there's three types of harem series: ones that quite explicitly advocates a harem ending(Campione and DxD), ones where who wins in the end is less than certain(Seirei Tsukai no Blade Dance and IS) and supporting harem(where all the girls love the MC but the MC only loves one of the girls, the main heroine) like ZnT and Oda Nobuna no Yabou.
