By the looks of it, it doesn't seem so - she completely went berserk and Lelouch got caught in it, too, since two Britannian guards jumped on him, while she went trigger-happy. Besides, spoilers state that it was an off-hand, bad joke that started it all and his evolving Geass jump-started on him.

At that moment his Geass went out of control --- probably upgraded. So its hard to think what he said when not knowing everything about his level 02 Geass.

And Kirihara is appearantly dead.... He was there where the massacre happened.
Unless he miraculously survives with fatal shot in the next episode.

That is, where did she get so many rounds of bullets, and what were the Japanese doing when she was mowing them down? >.>;

Ummm.. she shoots the first victim herself (with Zero's pistol), then orders the contingent of troops in the stadium to do the rest. By the time she gets hold of the assault rifle, the Knightmares have probably killed most of the people in the stadium. Dalton actually tries to stop her, which is how he gets wounded.
