Adopted siblings, so there's nothing wrong with them hooking up.

Chrono/Fate is still a popular pairing. So is Chrono/Nanoha. I see a hell of a lot more fan art pairing Chrono with people than fan art pairing Yuuno with people (kinda pisses me off, actually).

No, Reinforce Zwei is a Unison Device; while she obviously has rights as a sentient being (military rank and all...), she's openly treated as being technology (in that, for example, rather than being treated by the doctors for injuries, she undergoes "maintenance" in the Device lab). Someone took the Shizuru Fujino(Mai-Hime) figure from Wave's Beach Queen series, and replaced the head with Hayate's head from the same series. All the heads on Wave's beach queen series are interchangeable so it's actually quite easy to do if you have enough heads and bodies to swap.

I'm rather proud/amused that I figured it out so quickly.
