One point that needs to be revised, the Fluctuating Light is placed with a dungeon underneath the Forbidden City in which AH states it is protected by 16 God ranking beasts that are guarding the gates of the Forbidden City.

Now if this is not cheating by the GM what is?

Wasn't it supposed to be 8 Legendary Beasts guarding the room where the Fluctuating Light is located?

But if your info is correct, this dungeon is truly a bonus level of hell. If someone released a game with that many insane bosses in RL, I doubt it will sell.

8 God ranking beasts guarding it actually, not 16. The '16' is from that there's 16 extra Gods you have to face after you got the item and want to leave, they're guarding the exit Even if you somehow managed to beat down 8 Gods, good luck beating twice as many as you just did, even if you have arguably now have the best gear in AW

Maybe the developers were thinking:

"Okay, so The Fluctuating Light is the last Arc? Let's set it so that you need about the same amount of power as TFL to get in the dungeon. Maybe all those kids will give up once they've figured out they already have enough strength to equal TFL."

"Oh look, they got TFL! Does that make their combined strength double now?"

"You big baka. Haven't you heard of the total being more than the sum of its parts? Let's put down thrice as many God-class enemies at the exit, fer the lulz."

"But...sniff..they're kids!"

"Oh alright you roricon. Twice as many."

...and so, 24 God-class enemies now hang around at the site of The Fluctuating Light.

Was it even supposed to be sold? To put it Sunder-style, its a good being sold for free.
Or maybe it was not supposed to be obtained. *looks back to a certain arc in SAO*

True. If we had a game like that here, it won't be sold at all. I mean above average players can handle a few FF or Atlus bonus bosses. But twice or thrice many of them, I doubt it.

Seriously though, if I'm not wrong, it takes a party of three to kill the strongest boss in any RPG game we know of now, right?

Indeed

Depending whether online or offline. If online, 10-20 for any end game or bonus bosses. If Offline, 4 would be a safe bet. Case in point for offline: Margaret from Persona 4. Elizabeth is not included since you battle her by yourself.

You'd need more than 3 people per boss fight (in AW at least), actually... 'cause A) each of these Gods have at least 5-10x the raw stats of a Level 9 King, and B) by the time you fight The Fluctuating Light's Bosses more than one come at you at a time:
First you fight two bosses guarding this item, than another two shows up, if the first two doesn't get beaten quickly enough or if you try to progress further towards TFC, eventually reaching eight in number. It's possible you have to fight all eight Gods at once O_o

Conclusion: all those level 8s and 7s had better grind big time, and that peace treaty needs to be torn up.

Am i right? Cos this increasingly sounds like a question on having enough power to even think about killing the gods.

It's got to be something along the lines of the other Arcs, I guess. Like, The Infinity has no ceiling to the amount of power it can unleash, and The Destiny (pre-Disaster) gives a huge stat boost? The Fluctuating Light has got to be something as game-breaking as those, but with some kind of drawback to it as well.

Unless...was it mentioned here or in the SAO forum? Was it Flere who wrote it? I can't remember, but:

This isn't a double post per se, but a later post;

Can I reasonably assume that Green Grande was using The Strife by the time of the 4th Disaster hunt? In other words, in the years prior, his shield was not The Strife and could be possibly of a different shape?
